On March 19th, Premier Li Keqiang chaired an executive meeting to outline the responsibilities of key government departments in implementing the "Government Work Report" and to plan further actions for the new government building. The meeting emphasized that the report, adopted at the Second Session of the 12th National People's Congress, sets a clear roadmap for the country's work this year. This is a solemn promise from the government to the people, and all State Council departments are expected to follow the unified arrangements, focusing on the tasks outlined in the report.
The meeting stressed that the government must maintain a positive mindset, concentrate its efforts, and work hard to drive development, promote reforms, adjust the economic structure, and improve people’s well-being. It called for a strong commitment to achieving the expected goals of economic and social development this year, delivering results that meet public expectations.
A total of 55 key tasks across 15 areas were identified and assigned to various State Council units. The meeting highlighted the importance of focusing on critical areas and driving progress with a reform-oriented approach. First, deepening reforms remains a top priority. Key sectors such as administrative decentralization, fiscal reforms, state-owned enterprises, mixed-ownership economies, market access, and macroeconomic regulation will be prioritized. These reforms aim to address current developmental challenges and stimulate market vitality and social innovation.
Second, maintaining stable economic growth is crucial. In the face of complex economic conditions, the government will enhance analysis, identify emerging issues, and take proactive steps to manage risks. Measures to boost domestic demand, accelerate investment projects, and ensure timely budget allocation will be implemented. Policies to support employment and keep inflation under control will also be strengthened.
Third, the focus will be on improving quality and efficiency while enhancing people’s livelihoods. Agricultural production will be supported to increase food output and farmers’ income. The new urbanization plan will be implemented, and affordable housing projects, including slum renovations, will be completed on schedule. Technological and management innovations will be promoted, and outdated production capacity will be phased out to encourage industrial upgrades. Environmental protection efforts will be intensified, and medical reforms will continue to ensure food safety and provide a basic social safety net through policies like the "Interim Measures for Social Assistance." Rural water safety and poverty alleviation targets will be met, ensuring a solid foundation for the people’s basic needs.
