State Council: Grasping measures to expand domestic demand and stabilize growth

On March 19th, Premier Li Keqiang chaired a State Council executive meeting to outline the division of responsibilities for key departments involved in implementing the "Government Work Report" and to further advance the measures required for the new government building. The meeting emphasized that the report, adopted during the Second Session of the 12th National People's Congress, sets out a clear roadmap for the government’s priorities this year, reflecting its solemn commitment to the people. All State Council departments and units are expected to align with the unified plan and focus on executing the tasks outlined in the report. The Premier urged officials to maintain a positive mindset, concentrate their efforts, and work diligently to drive development, push forward reforms, adjust the economic structure, and improve people’s livelihoods. The goal is to achieve the set targets for economic and social development this year and deliver results that meet public expectations. The meeting identified 55 key tasks across 15 areas of government work, which have been assigned to various departments and agencies. It stressed that effective implementation requires not only a comprehensive approach but also a focus on critical issues and strategic priorities. First, the government must continue to deepen reforms. Key areas such as administrative decentralization, fiscal and tax reform, state-owned enterprises, mixed-ownership economy, market access, structural adjustment, macroeconomic management, and addressing public concerns will be prioritized. These reforms aim to overcome current development bottlenecks, stimulate market vitality, and encourage social innovation. All major tasks should be carried out with a strong spirit of reform. Second, maintaining stable economic operations remains a top priority. In the face of a complex economic environment, the government will enhance analysis, identify emerging trends, and manage risks effectively. Measures to boost domestic demand and stabilize growth will be introduced promptly, while key investment projects will move forward quickly, and budget funds will be allocated efficiently. Policies to support employment will be implemented and improved, with multiple channels used to increase job opportunities. The overall price level should remain basically stable. Third, the government must focus on improving quality and efficiency, and continue to enhance people's well-being. Agricultural production will be supported, and efforts will be made to ensure high crop yields and increased farmer incomes. The national new urbanization plan will be implemented, and affordable housing projects, including slum renovation, will be completed on schedule. Technological and management innovations will be promoted, outdated production capacity will be phased out, and industrial upgrading will be accelerated. Pollution control in air, water, and soil will be strengthened, along with ecological protection and environmental construction. Medical reforms will continue, food safety will be ensured, and the "Interim Measures for Social Assistance" will be implemented. Rural drinking water safety, poverty alleviation, and other goals will be achieved, ensuring a basic "safety net" that supports the most vulnerable members of society.
