On May 5, Beijing officially released the Interim Provisions on School Bus Safety Administration. These new rules aim to enhance the safety of students traveling by school bus and ensure a more structured and secure transportation process. According to the regulations, guardians must apply for a school bus service on behalf of their children, submitting a written request to the school. Once the school confirms the application, the guardian must sign an agreement with the designated school bus service provider. Additionally, no student is allowed to sit in the co-pilot seat, which is considered a high-risk position.
In response to the current mix of school bus models in Beijing, the provisions introduce a three-year transition period starting from September 1st this year. After this period, all school buses operating in Beijing must meet national standards for special-purpose school buses, ensuring a higher level of safety and compliance.
The regulations also address the use of school bus windows, prohibiting the use of opaque or colored paper, as well as reflective materials that could impair visibility. Every school bus must be equipped with GPS tracking, video recording devices, seat belts, escape hammers, fire extinguishers, and first-aid kits. These safety features should be easily accessible and regularly maintained. The traffic management department may also install monitoring equipment on school buses to track their movements and ensure safe driving behavior.
School bus drivers are required to have at least three years of driving experience, hold a valid driver's license, and meet strict age requirements (between 25 and 60 years old). They must not have any history of serious traffic violations, such as drunk driving, speeding, or reckless driving. A clean criminal record and good physical and mental health are also mandatory. Drivers must not have any conditions that could affect their ability to drive safely, such as epilepsy or other mental illnesses.
Each school bus must be accompanied by a car attendant who is responsible for supervising the students throughout the journey. If the driver lacks proper qualifications, shows signs of fatigue, or if the bus is overcrowded, the attendant has the authority to stop the bus from operating. The attendant must also check the number of students boarding and exiting the bus, contact parents if a student is missing, and assist with seating and seat belt use.
School buses are permitted to use bus lanes and certain restricted road sections, but only when it's safe and legal. Drivers must inspect the vehicle before each trip, checking brakes, steering, lights, and tires to ensure everything is in working order. In case of an accident, the driver and attendant must immediately report it, set up warning signs, and evacuate students to a safe location if necessary. School buses must undergo technical inspections every six months.
Finally, drivers are not allowed to refuel while carrying students or leave the driver’s seat until the engine is turned off. These measures collectively reinforce the importance of safety, responsibility, and preparedness in the operation of school buses in Beijing.
