Beijing school bus safety provisional regulations issued

On May 5, Beijing officially released the Interim Provisions on School Bus Safety Administration. These new rules aim to enhance the safety of students during their daily commutes by setting clear guidelines for school bus operations. According to the regulations, guardians must submit a written application to the school for their child’s use of a school bus. Once the school verifies the request, the guardian must sign an agreement with the designated school bus service provider. Additionally, students are not allowed to sit in the co-pilot seat for safety reasons. In response to the current mix of school bus models in Beijing, the provisions include a three-year transition period starting from September 1st this year. After that, all school buses in the city must comply with national standards for special-purpose school vehicles. The regulations also emphasize the importance of visibility and safety features. School bus windows cannot be covered with opaque or colored paper, or any reflective materials. Each vehicle must be equipped with GPS tracking, video recording systems, seat belts, escape hammers, fire extinguishers, and first aid kits. All these safety devices should be easily accessible and well-maintained. The traffic management department may also install monitoring equipment on school buses to track their movements and ensure safe driving practices. School bus drivers must have at least three years of driving experience and hold a valid driver’s license. They must be between 25 and 60 years old, with no record of serious traffic violations in the past three years. Drivers must not have been involved in any fatal accidents, drunk driving incidents, or other major traffic offenses. They must also be physically and mentally fit, without any conditions that could affect their ability to drive safely, such as epilepsy or mental illness. Substance abuse is strictly prohibited. Each school bus must have a trained attendant on board to monitor students throughout the journey. The attendant is responsible for ensuring that the driver is qualified and not under the influence of alcohol or fatigue. They must also check for overcrowding and take immediate action if any safety concerns arise. The attendant should verify the number of students boarding and exiting the bus, and if a student is missing, they must contact the guardian or school official right away. Additionally, the attendant must assist students in securing their seats, fastening seat belts, and confirming that the driver starts the bus only after the doors are fully closed. School buses are allowed to use bus lanes and certain roads designated for public transport, but not on non-motorized roads. Before each trip, the driver must inspect the bus for mechanical issues, including brakes, steering, lights, and tires. Driving on unsafe roads is strictly forbidden. In case of an accident, the driver and attendant must immediately call emergency services and set up warning signs. If students remain in danger, the escort officer should evacuate them to a safe location and coordinate with the school, service provider, and parents. School buses must undergo a technical inspection every six months. Furthermore, drivers are not allowed to refuel while carrying students, and they must stay at their seat until the engine is turned off. These measures reflect Beijing’s commitment to making school transportation safer and more reliable for students across the city.
