5,000 Schools in Yunnan Province Install Video Surveillance

At the 2014 Yunnan Provincial Education System Security Work Conference, it was announced that schools across the province will implement anti-terrorism education and emergency drills for both teachers and students this year. In addition, school security teams will conduct simulation exercises to enhance their preparedness against potential threats. These initiatives aim to strengthen the ability of staff, students, and security personnel to respond to violence and reduce fear in educational environments.

Yunnan’s education system has made significant progress in preventing campus safety incidents and promoting safety awareness. For five consecutive years, the province’s efforts in maintaining campus security and stability have been recognized by the provincial Party committee and government. The Department of Education has introduced "Safe Campus" implementation plans and evaluation criteria, resulting in the selection of 173 provincial "Safe Campuses." Currently, over 18,000 schools and kindergartens are participating in the initiative, covering more than 96% of full-time institutions. With over 6,900 "Safe Campuses" selected at various levels, the campaign is reaching a peak in its development.

To further improve safety, the Yunnan Provincial Department of Education and the Public Security Bureau jointly issued technical standards for civil, physical, and technological defenses in kindergartens and primary and secondary schools. A comprehensive inspection of internal security forces, protective equipment, and video surveillance systems was carried out, with tailored guidance and solutions provided to ensure effective security measures. In 2013, 8,060 schools had full-time security personnel, while over 11,800 had part-time staff. There were a total of 12,950 full-time and 18,245 part-time security personnel. More than 90% of primary and secondary schools and kindergartens now have fencing and operate under closed management. Additionally, 5,490 schools have installed video surveillance systems, 785 schools are equipped with one-button alarm systems, and 585 schools have connected their video surveillance to local public security agencies for real-time monitoring.
