
At the 2014 Yunnan Provincial Education System Security Work Conference, it was announced that schools across the province will implement anti-terrorism education and emergency drills for both teachers and students this year. Additionally, security teams within schools will conduct simulation exercises to enhance their preparedness against potential threats. These initiatives aim to improve the overall ability of staff, students, and security personnel to prevent and respond to violent incidents, fostering a safer learning environment.
Yunnan's education system has made significant progress in preventing campus safety incidents and promoting safety awareness. For five consecutive years, the province’s efforts in maintaining school safety have been recognized by the provincial Party committee and government. The Department of Education has launched the "Safe Campus" initiative, including implementation plans and evaluation criteria. As a result, 173 new provincial "Safe Campuses" have been selected. Currently, over 18,000 schools and kindergartens across the province are part of the program, covering more than 96% of full-time educational institutions. With over 6,900 "Safe Campuses" at various levels, the initiative has reached a major milestone in Yunnan.
To further strengthen campus safety, the Yunnan Provincial Department of Education and the Public Security Bureau jointly issued technical standards for civil, physical, and technological defenses in kindergartens and primary and secondary schools. A comprehensive inspection of internal security forces, protective equipment, and surveillance systems was carried out, with tailored guidance and solutions provided to ensure effective security measures. In 2013, 8,060 schools had full-time security personnel, while 11,800 had part-time staff. This totaled 12,950 full-time and 18,245 part-time security personnel. Over 90% of primary and secondary schools and kindergartens now have fencing and operate under closed management. Additionally, 5,490 schools have installed video surveillance systems, 785 schools are equipped with one-click alarm systems, and 585 schools have connected their surveillance to local public security agencies for real-time monitoring.
