New emission of nitrogen oxides in the cement industry may be issued at the end of the second quarter

Reporter: According to your investigations, researches, and explorations on nitrogen oxide emission reduction for many years, what do you think the country's new nitrogen oxide emission standards for the cement industry will be? In addition, when will the new standard be introduced?

Chen Xuegong: I think the new emission standard for nitrogen oxide in the cement industry will be around 400mg/Nm3. There are two reasons for this: First of all, China's nitrogen oxide emissions are very large. The monitoring data of the Ministry of Environmental Protection in the first half of last year also showed that only the nitrogen oxides of the four major pollutants did not fall. Therefore, China needs to introduce a more stringent standard to deal with international environmental pressure. We also know that the Chinese government is more radical in formulating policies; in addition, in PM2.5, the proportion of nitrogen oxides in pollutant gases (such as dioxide*, nitrogen oxides, and hydrocarbons) is very high. big. So denitrification has become a key issue for environmental protection.

With regard to the time for the introduction of the standard, my forecast is at the end of the second quarter of this year. In addition, because the country has issued emission reduction missions to local governments, local governments can only exert pressure on them to complete the indicators. Currently, local standards are being gradually introduced. Guangdong Province has stipulated that from January 1 this year onwards, the PRD (except Zhaoqing and Huizhou regions) new production lines and existing production lines will implement the 500mg/Nm3 standard, and the remaining regions will begin to implement new standards from 2014; I attended a meeting organized by the Zhejiang Environmental Protection Agency and the Hangzhou Environmental Protection Bureau and learned that the nitrogen oxide emission standards of Hangzhou cement companies are 150mg/Nm3.

Reporter: As a company that started earlier in the research and development of denitrification technology and has a greater influence on the brand, has the Branch's sales been affected by the news?

Chen Xuegong: At present, sales have not been carried. The main reason is that the relevant standards and encouragement policies of the country are not yet clear. Years ago, the Branch signed contracted denitrification projects for two cement companies in Shaanxi Shengwei and Ningxia Pingluo Hengda, both of which belong to provincial model demonstration projects (the government has subsidy funds). After completion, the local environmental protection agency will organize inspections and then promote it to the industry. It can be predicted that after this heavy sales will soon come, our sales will have an explosive growth.

Reporter: According to your judgment, how will the state's encouragement policy for denitrification in cement companies be reflected?

Chen Xuegong: In terms of investment subsidies for denitrification, each province currently selects a group of cement companies as a model for denitrification projects and gives certain subsidies. For example, the denitrification projects of two cement companies in Shaanxi Shengwei and Ningxia Pingluo Hengda have received a 50% subsidy from the local government. In addition, due to the fact that the country does not have uniform standards, the subsidy standards of local governments are different and vary widely. For example, at present, there is no subsidy for cement denitrification in Fujian, and the percentage of subsidies in Hangzhou is 70%.

In addition, there are incentives after the start of operations, such as appropriate reductions in the sales tax for cement products, differential electricity prices for cement denitrification, etc., and operating costs vary depending on the starting point of each company's technology and the initial concentration of emissions. There will be a series of arguments and discussions on how to subsidize and how much to subsidize.

Reporter: How to deal with the new nitrogen oxide emission reduction policy that will be introduced soon, please give cement companies several suggestions.

Chen Xuegong: I would like to make three suggestions. First, it is recommended that cement companies should systematically compare the project's program with local environmental protection standards and their own initial emission concentration of nitrogen oxides; second, introduce low-nitrogen combustion technology and further optimization. Kiln conditions. In a comprehensive comparison, the SNCR process is currently the best technical feasibility program. Third, it will explore the elimination of urban waste in a step-by-step manner as an alternative fuel for cement production. This can further reduce the nitrogen oxide emission concentration.
